Board Committee Terms of Reference

1 Establishment
1.1 The Committee is established by the Board of CMDHB under Schedule 3, Section 38 of the New Zealand Public Health and Disability Act 2000 (“the Act”).
2 Functions
2.1 The functions of the Pacific Health Advisory Committee are to: a) advise the Board on the impact of CMDHB strategies and service developments on the health of Pacific populations; b) consider how CMDHB can reduce health inequalities between Pacific people and others; c) advise the Board about the implementation of the Pacific Health and Disability Action Plan and other health strategies including their cumulative impact on Pacific populations in the District; and d) ensure that the values, needs and priorities of Pacific people and communities are articulated and reflected in CMDHB activities.
3 Responsibilities
3.1 To carry out its functions the Committee will: a) take an overview of Pacific Health in the CMDHB district, ensuring that there is a focus on the improvement of health outcomes for Pacific communities; b) monitor the health status and needs of Pacific people in CMDHB; c) provide advice on strategies to reduce the disparities in health status between Pacific people and others; d) provide advice on priorities for health improvement and independence as part of the strategic planning process; e) ensure that the health perspectives, views and input of Pacific communities are reflected in CMDHB Planning and Funding strategies, service delivery and evaluation and monitoring processes; f) advocate for Pacific workforce development and Pacific cultural competence throughout the organisation; and g) champion the development of a quality improvement culture.
4 Accountability
4.1 The Committee is accountable to the Board of the CMDHB.
4.2 The
Committee is advisory only although the Board may specifically
delegate to the Committee authority to make decisions and take
actions on its behalf in relation to certain matters. 4.3 Any recommendations or decisions of the Committee must be ratified by the CMDHB Board (unless authority has already been delegated to the Committee).
4.4 The
Committee may only give advice or release information to other
parties under authority from the Board of the CMDHB. 4.5 The Committee is to comply with the provisions of the New Zealand Public Health and Disability Act 2000 and the standing orders of CMDHB, including the requirements relating to Committee’s meetings.
5 Committee Membership
5.1 The Committee will comprise 6 members of the Board supplemented with external appointees as determined by the Board, to enable it to carry out its functions.
5.2 The Board will appoint the Chairperson.
5.3 The Board will ensure that the Committee includes broad representation from a variety of Pacific communities and shall include representatives who are accountable to their communities, which may include from the Samoan, Cook Island, Tongan, Niuean, or Fijian populations, as well as representatives from important Pacific community groups such as churches.
5.4 All committee members are bound by the Act and CMDHB standing orders, whether or not they are CMDHB Board members or external appointees.
6 Quorum
6.1 A quorum will comprise 9 members of the Committee.
7 Frequency of Meetings
7.1 Meetings will be held monthly (except January).
8 Management Support
8.1 The CMDHB GM Pacific Health will ensure provision of management and administrative support to the Committee.
